Project Title: In-Depth monitoring of “40 Pourashava and Growth Centre Water Supply & Environment Sanitation (Phase-II) Project (1st Revised)”

This study was conducted from January to April 2019 in 40 Pourashavas of 8 divisions of Bangladesh for in-depth monitoring of the project titled “40 Pourashava and Growth Centre Water Supply & Environmental Sanitation (Phase-II) Project (1st Revised)”. The study has been carried out in consultation with the project personnel and all relevant stakeholders. While conducting the research, OECD framework has been used to monitor the project in depth. The framework constitutes five criteria – relevance, effectiveness, efficiency, impact and sustainability. Apart from these criteria, the unintended positive/negative externalities and learning from the implemented project have also been taken into consideration while carrying out evaluation. DM Watch has undertaken “Multistage Sampling” technique for data collection, meaning taking sample in different stages. Both quantitative and qualitative methods have been applied for conducting the study. DM Watch developed the interview questionnaire and relevant KII, FGD, workshop checklists in consultation with the IMED nominated personnel. The study findings demonstrate the effectiveness of the project as positive changes in the livelihood of beneficiaries are quite evident.
