Project Title: Scoping Study for Pro-Poor Business Development through the Local Economy Analysis for the SWAPNO II Project

Project Description:

The Scoping Study for Pro-Poor Business Development through Local Economy Analysis under the SWAPNO II project aims to explore and analyze opportunities for sustainable business development that can directly contribute to poverty reduction and economic inclusion in marginalized communities across 32 local economies in Bangladesh. The project will assess the current state of local economies, identifying gaps, challenges, and potential areas for pro-poor business growth.

DM WATCH LIMITED, commissioned by UNDP Bangladesh, carried out this study using a mixed-method approach, combining quantitative and qualitative data collection to assess local economic portfolios. The study not only mapped out existing business environments but also recommended pro-poor interventions and business models that can foster long-term economic inclusion for disadvantaged populations, particularly women and other vulnerable groups.
Specific objectives of the study included:

  • To identify and select thriving sectors in the project locations across 12 districts for each of the following categories: a) Cottage businesses/income-generating activities (IGAs) b) Local
  • Employment through apprenticeship programs and c) Investment in start-ups and enterprise development.
  • To assess the potential for essential private services or businesses typically nontraditional for women in the project locations based on consumer behaviour patterns, market trends and local infrastructure.
  • To develop 32 local economic portfolios for pro-poor business development (based on the abovementioned approach), focusing on creating more economic opportunities and equitable access to resources for disadvantaged women by assessing changing market trends and customer demand.

The outcome of this study provided critical insights into local economies and helped design business strategies that can drive inclusive economic growth, align with sustainable development goals, and uplift the livelihoods of Bangladesh’s most vulnerable communities.

Key Highlights of the Assignment

DM WATCH LIMITED delivered a comprehensive range of services for the Scoping Study for Pro-Poor Business Development under the SWAPNO II project, ensuring a structured approach to data collection, analysis, and reporting. The services include:

Inception Phase:

  • Preparation of the Inception Report, which outlines the methodology, detailed work plan, and study tools to be used throughout the assignment.
  • Conduct initial discussions with UNDP and SWAPNO stakeholders to refine objectives and finalize the scope of the study.

Data Collection and Field Research:

  • Mobilize dedicated research teams to conduct field data collection across 32 districts, focusing on local economy portfolios, with special attention to marginalized communities and their access to pro-poor business opportunities.
  • Engage with key stakeholders, including local businesses, community leaders, and local government officials, to gather qualitative and quantitative data.
  • Conduct stakeholder consultations and key informant interviews to understand the barriers and opportunities for business development in these local economies.

Economic Analysis:

  • Perform an in-depth local economy analysis using both quantitative surveys and qualitative interviews, focusing on identifying gaps, potential business opportunities, and economic interventions that align with poverty reduction goals.
  • Analyze and interpret data to generate actionable insights on business development models that could promote inclusive growth.

Reporting and Validation:

  • Prepare a Draft Scoping Study Report that includes the findings from the local economy analysis, detailing the economic potential and business opportunities in each of the 32 districts.
  • Conduct a validation workshop with stakeholders to discuss findings and gather feedback for finalizing the report.

Final Report and Recommendations:

  • Based on stakeholder feedback and internal analysis, develop a Final Scoping Study Report, including strategic recommendations for business development interventions that can promote economic inclusion, particularly for women and other vulnerable groups.
  • Provide policy recommendations and business models aimed at enhancing pro-poor business development and fostering sustainable economic growth.

Workshops and Dissemination:

  • Organize and facilitate 10 district-level consultation workshop for data collection, and one national level workshop for the validation of the study findings with various stakeholders, ensuring wide dissemination and incorporation of local insights into the final report.
