The project “Translation of 192 Paurashava Master Plans from English to Bengali (Package-5)” was initiated to enhance accessibility and usability of detailed urban development plans for grassroots stakeholders in Bangladesh. Funded and managed by the Local Government Engineering Department (LGED), the assignment aimed to translate technical documents for Paurashava Master Plans from English into Bengali. This initiative sought to address challenges in understanding and executing urban planning at local levels due to language barriers. By making these documents available in Bengali, the project ensured effective communication, informed decision-making, and inclusive urban governance at the district and upazila levels.

The translated master plans covered critical aspects such as infrastructure development, drainage systems, traffic management, and environmental conservation. The project was part of a larger effort to promote planned urbanization and mitigate issues arising from unplanned development, including congestion, flooding, and environmental degradation. The translations were designed to be linguistically precise while preserving the technical rigor of the original documents.

This package included 48 master plans for 48 Paurashavas under the following districts of Bangladesh:  Bandarban, Barguna, Chandpur, Cox’s Bazar, Dinajpur, Gaibandha, Habiganj, Jamalpur, Kurigram, Lalmonirhat, Moulvibazar, Naogaon, Natore, Noakhali, Nilphamari, Panchagar, Patuakhali, Pirozpur, Rangpur, Sherpur, Sunamganj, Sylhet, and Thakurgaon.

DM WATCH LIMITED undertook a comprehensive approach to ensure the successful translation of 48 Paurashava Master Plans under Package-4. The specific tasks performed included:

Preparation Phase:

• Team Mobilization: Assembled a highly skilled team comprising translators and urban planners, led by a senior team leader with extensive expertise in urban development.
• Orientation: Conducted an orientation session with LGED’s Project Management Office (PMO) to understand project requirements, including key terminologies, technical nuances, and the expected outputs.
• Report Collection and Literature Review: Collected hard and soft copies of the Master Plans and reviewed similar translated documents to ensure consistency and familiarity with technical terms.

Translation Phase:

• Technical Standardization: Collaborated with PMO and other teams to develop a standardized list of terminologies and technical terms in Bengali, ensuring consistency across all translated plans.
• Standardization Workshop: During this critical phase, DM WATCH conducted a specialized workshop to address and unify the vocabulary used in the translation. This workshop helped clarify complex technical terms and concepts related to urban planning, such as land-use planning, traffic circulation, and sewerage systems, to ensure accuracy in translation.
• Translation Execution: Translated English Master Plans into Bengali, adhering to linguistic and technical precision using Bijoy Bangla Software and Sutony MJ font. The team followed Bangla Academy spelling rules, regulations, and procedure.
• Editing and Quality Control: Urban planners meticulously reviewed the translations to ensure technical accuracy and alignment with the original documents.

Feedback Incorporation:

• Draft Submissions: Submitted draft translations to PMO in multiple batches, addressing feedback promptly to ensure alignment with project expectations.
• Workshops and Consultations: Conducted workshops with translators and urban planners to address feedback and refine the translation process.

Finalization and Production:

• Final Editing: Incorporated all feedback to produce high-quality final translations of the Master Plans.
• Printing and Binding: Produced five hard copies of each Master Plan in Bengali, following stringent quality standards for durability and presentation.
• Submission: Delivered final translated reports, both in hard copy and digital formats, ensuring accessibility and usability for stakeholders.

This project highlighted DM WATCH LIMITED’s capacity to manage large-scale, technically demanding translation projects while meeting tight deadlines and maintaining high-quality outputs. It also underscored the firm’s ability to integrate linguistic, technical, and stakeholder coordination expertise to deliver impactful results in urban planning and development.
